set 1 item to shipping exempt ?

Wasn't there a way to set 1 item to not be charged shipping?

I have one product I want to build the shipping into the price, and upon web checkout NOT have the system charge shipping on it.  Sometimes when customers order this one item, they also order other items which need shipping charged on them.

I've searched the Netsuite Help Center, and I've searched the User Group.  I was sure this was discussed before.
