How Do You Change Which Tracking Numbers Show on Invoices

Maybe this one is obvious, but for the life of me I cannot see where to customize this.  I will have a Sales Order with many Fulfillments and Invoices, created at different times. When I create an Invoice off the Sales Order, the Invoice shows all of the tracking numbers from the order and can only display 10 or so.  The problem is a client will get the Invoice and assume that the tracking numbers on that are for THAT shipment, not the entire shipment.

So, when this is all said and done, I would like to have Invoices show only the tracking numbers associated with its shipment.  Is this at all possible?
