Import Commercial Invoices into UPS World Ship?

We are faced with a challenge, we ship with UPS world ship.  In order to gain savings associated with shipping internationally we ship with ourselves as being the importer of record.  Then we distribute the packages once they cross the boarder.  This allows us to pay GST(tax) and Duties on the cost of the product not the sales price.  The problem is we need to enter all the commercial invoices into world ship so it can consolidate the orders for customs.

So, has anyone been able to integrate NS with UPS in terms of uploading commercial invoices? If so how? (and yes I know NS prints the commercial invoices for you, and no that does not meet our needs.) Any partners you would recommend?
