PO Default Ship To Address...

I'm having the following problem.  When I create a PO by going to the "Enter Purchase Order" screen, the PO ship to address correctly defaults to the address we have in the Setup > Company Information > Shipping Address field.

But when I create a PO from the "Order Items" screen, the PO ship to address defaults to the wrong address (the one in the Address field in Setup > Company Information).  Am I doing something wrong or is this a bug?
