Item Fulfillment Permission

There are times that we need to delete an item fulfillment.  Usually it is because the customer has canceled the order and we have already created a fulfillment and a shipping label.  I want my shipping guy to have the ability to delete this transaction but none others.  I gave him full permission for Sales Order Fulfillment but he still can't delete the transaction. 
Does anyone know which of the permissions corresponds to the item fulfillment?
