Suddenly can't ship FedEx to International Locations

We have been shipping with FedEx integration for years.

Now suddenly my customers are calling saying that they can't order online. "there are no shipping options displayed"

For the last week, no orders from international locations.

When I try and enter a Sales Order here, I get the error "The length of the destination state or province exceeds the limit of 2 characters. "

When I go to the customer record, there is a pull-down with the full name of the UK provinces, we can't enter a 2 character province/state if we wanted to.
