Blocking Shipping to Specific Locales

Hello, All,

I am trying to block any sort of shipping to Alaska and Hawaii (not sure why we need this, but hey a NetSuite admin's job is never done). I can't find any functionality to get this moving. Has anyone else had a need for this type of functionality.
