Bill Duties and Taxes to Receiver

We recently integrated FedEx into out shipping options in Netsuite, and I am having an issue when shipping internationally. We need an option to bill the duties and taxes to the receiver. I have seen this topic come before in the search results, but no mention of resolution. So what are you all doing to get the duties and taxes billed to the receiver?
