3rd Party Billing Error The shipper cannot use the provided UPS account number as the payment method

I've gone through all Help and usergroups but nothing is working. I’ve set up 3rd party shipping; enabled features, integrated shipping, created shipping items; saved 3rd party account info into account files so that when an order comes in their account info is already populating. Used 3rd party and Consignee Billing; i cannot pass the fulfillment. I never get a shipping label. I get “The shipper cannot use the provided UPS account number as the payment method” I’ve gone through the setup twice. We’ve numerous accounts that provide their own shipping info- how do i get it to work?
