Shipping Item Country Restriction

Is anyone successfully using the Countries restriction on Shipping Items, to select only the countries available (vs using Exclude)?
I'm trying to apply the restriction to existing and/or new Shipping Items, but the rule is not being respected at subsequent order entry or fulfillment. Are there nuances to how/when this restriction operates?  NetSuite Help documentation is slim, so any intel is appreciated.
