Change shipping charge

We need the ability to change the shipping charge independent of the shipping method chosen.  For example choose UPS Ground and specify the shipping charge should be 0.  This we can do.  However we are unable to remove the shipping charge of 0 via webservices and let Netsuite determine the actual shipping charge.  Is this possible?  If so, how can it be done?
