Minimum Quantity ?

Can or will Minimum quantity (per item) ever have a feature similar to quantity pricing that allows us to choose "per line" or "per matrix parent" or "per cart"?  I have a item with three colors of sub-items and I want the customer to order a minimum of two, but I don't want to force them to order two of the same color.
