Invoice option has become available for all customers

We received a "invoice Sales Order" from a new customer today and they put the order in through the web-store.  We had our system set up where only people with terms OTHER than "due on receipt" could do a "invoiced order" on the web store.  Now it seem like anyone can.  I tested it while logged out and it let me see the invoice button.  It was also weird because the SO that was generated said "terms= due on receipt", but it was a invoice with "no payment tab".  We had to delete the order and re-enter it.  I'm turning
