Subtotal Discounts in Shopping Cart

Is there anyway to apply simple discounts to shopping cart subtotals? We migrated from another system that provided promotion rules that, for example, would easily allow us to offer a storewide discount sale. We could set the rule so that the shopping cart automatically entered a discount of __% to the cart subtotal during the sale periord. Or, we could set a rule that all orders exceeding $__ receives an automatic discount of __%. Does this funtionality exist? If so, I have not found it.
