Distributor/Dealer ordering

We have basic NetSuite.  The customer center is enabled and we want to allow distributors and dealers to order online.  They would have variable discounts based upon the size of the order.  I understand how promotion codes can be tied to discounts.  Is there a way to tie order levels to discounts?  I want to avoid a dealer putting in the wrong discount for his order level and then me needing to correct it.
