Credit memos for a web site

We are looking to impliment a 110% best-price guarantee, with the credit being applied to the customer's account instead of straight back to their credit card.

Is there a way to have credit memo balances made available automatically in the shopping cart for a registered user?

Ideally, on the customer's next order the available balance would reduce the shopping cart total.
