Control Custom fields on checkout by permission?

Is it possible when adding custom fields to the checkout in Webstore to be able to control access by certain customers/permissions?

I know you can set permissions on most entry/transaction forms but do not see a way to edit the checkout form thus no way to set permissions or unique checkout forms based on permission/role.
