Bypass Shipping???

Is there anyway to bypass the shipping page, and have a check box saying that shipping and handling are extra (not saying how much), and that we would contact them requesting a credit card and the full amount, since we do not have shipping set up yet.

we don't want to disable shipping, because then it would turn off when we create sales orders.

is it possible? or do we just need to wait and set up the shipping?
