Can't make Saved Searches public?

I've read all of the manuals, searched the heck out of these great forums and I still feel lost.

I don't get it.  Is this just a checkbox that I'm not seeing?  It's driving me insane.  I've been trying to create a Saved Search that can be tied into our website's search using the "<NLGLOBALSEARCHFORMHTML>" code.  Everytime I create a new Saved Search I can't get it to show up in the "Publish Saved Search".

Am I crazy?

Also, is there anyway that netsuite's search functionality can be used to search both products and hosted html pages?  I'm losing my mind.
