Billing Information won't show in Order Confirmation Email

in Web Site / E-Commerce

So I'm customizing the web text in Netsuite where I noticed something strange.

{6} is supposed to be the shipping address and {7} the billing address.

However, no matter what I do I can't get {7} to show up. 

The test orders I run them on clearly has a Bill To address on file in the Sales Order when checked from the backend.  Am I missing/forgetting to select a setting (again)?
