No Email Notification for Orders paid via Paypal

We've recently noticed that we are not getting Email Notifications for Orders that are paid via Paypal.  

We received email notification for web orders (as set via Netsuite) without a problem.  Actually, I think it is a setting in Netsuite where order emails that are to be sent out to the customers are CC'd to another email address.

We can not confirm but we are afraid our customers are not receiving email notifications for their email also for the same reason as above that we are not receiving a CC of the email. 

I see from previous posts that there have been cases in the past where the order and payments haven't been linked to each other.
