Showing Items Without Prices Broken

Documentation claims that you can suppress display of price by changing preference for Web Site in Setup>Web > Set Up Web site. No matter what the choice, prices are shown.

Documentation also claims that by selecting the "Do Not Show Price" in the item in the web store the price is suppressed. The option does not exist.

What is going on here?
