Web store checkout error with state code

Received an e-mail from a potential customer stating he in unable to enter his state code.  No matter how many times he tried to put in Connecticut  (CT) our Netsuite webstore is telling him the State field is required and takes him back to the previous screen.

This customers record was actually created 12/10/2004 when I imported via XML an order he placed on an external site.   Today he is trying to register as a new customer in our web store ( since he personally never registered before))

So I have a customer record from 2004. - System access was never granted in 2004.
