Free Shipping Calclulated Before Discounts

We offer free shipping for orders $75 or larger. We are also offering a promotion with substantial discounts. The problem is that NS is offering free shipping for subtotals of $75 or larger, then applying the discount. We have some items with substantial discounts, resulting in customers not being charged for shipping when their order is only $15.

We now have hundreds of orders, this weekend, not getting charged for shipping (that should). Anybody figured out how to have a free-shipping threshhold be calculated after the discount, rather than before?
