Not shipping outside USA!

Hello,

Does anyone know why I can't ship outside USA?

We accept payments through paypal only, and once our online customers are redirected to the paypal website and asked to enter their paypal account, the Review Your Information page shows the shipping address changed.  It shows the billing address as the shipping address. 

If customers want to ship inside the USA, it's OK, the shipping address is not changed, but the problem comes when they want to ship to other country.

Please help
