Sales Tax on Web Orders not working

Tech support is looking into this but we cant wait for them.  Any help would be appreciated.

We have two tax schedules set up in Netsuite - Clothing and Novelties.  We have locations in Illinois and Pennsylvania.  Clothing is not taxable in PA but it is in IL.  We cannot get clothing items to charge any tax in IL through web store orders.  It works fine when inputting directly into Sales Order.  I saw some earlier posts but non of them solved my problems.  Please help, this is the last hurdle to clear before going live.
