should non-inventory items show up as" out of stock"

We have a food importing company. we sell Item's wholesale and retail.
I am setting up a website to sell our Item's retail and i would like to make all my retail item's "non-inventory item's".

I thought this would help me to control my wholesale inventory and only separate items over to retail when needed (or Sold).

I have added my retail items to the website and they are showing up "out of stock" .
I want my customer to be able to order these items!!

Is there a way to fix this problem and keep my retail item's "non-inventory items", while showing up "In Stock".
