Item as "FINAL SALE" only

Is there a way to flag an item as "final sale" only rather than allowing a RA to be created? I can display "FINAL SALE" based on certain settings in the item record, but I don't want to allow it to be added to RAs. How do you eliminate it from the item list showing up in the customer center RA request?
