"See Orders" under Customer Center shows nothing

If you are using the shopping cart instead of "place orders" under the "My Account" will you be able to see orders under "See Orders"? I understand they need to log in to their account in order to see this.

I am unable to see any orders under "My Account" does anybody know if it would be under "transactions" or "lists" under manage roles? And what does the permission need to be set to to be able to view orders that have been placed?
