Shipping methods checkout area layout

My Shipping Methods checkout page has a big gap between header and radio buttons.  I think it's being caused by the bold area in the code where a " " appears in a <TD>... any way to eliminate this, maybe insert text there at least?

Also, the other spot where it says "shipping methods" by default has been changed to the international shipping message just below the bolded text... it's between the 2 "shipping methods" headers in Web Site>Customize Text
