item/Category Layout Customization

Hi all, i'm wondering if it is possible to customize the item/category layout to be similar to this:

I want something like featured items or hot items on the top then list all the items belong to a certain category.  Can i do that with featured items with some type of tags?  Any ideas will be much appreciated. thank you.
