Are 301 redirects in Netsuite really 301 or 302?

it shows a 302 redirect
But if I try a different tool,it shows 301

Also I am trying to give the access Setup Website-> Redirects to our SEO team but even though they have setup website-full access it does not show up for them. How do I activate redirects for them? Please help
