Custom Transaction Item Options with Service Items, not Inventory items.

I'm having an issue where I can't add a custom required field to service item via the webstore.  I need to have a "Device ESN" field required for a customer to add the particular item ( a service plan) to the shopping cart.  The custom transaction item works great when I have it associated with an Inventory item, but not for a Service item.  Is there something I'm missing on how to get the transaction item option to work correctly?

The item adds to the cart just fine without the custom field on.
