Discounts and Free Shipping Threshholds

On our website, we offer free shipping for orders that are $75 or larger. What frustrates us is that when we offer large discounts, an order might be $90 before the discount, and $50 after the discount. However, NS still provides free shipping based on the pre-discount amount of $90. We don't want to give away shipping after providing large discounts. Anybody else encounter this problem? Any solutions?
