Featured Items Layout ignoring "Sort By"?

I've tried just about everything I can think of, and our Featured Products on the home page will not arrange according to "Sequence" as specified in the Layout.  (by Name also seems to have no effect)

It seems to totally ignore that specification, and always arranges them by price, ascending.  Even switching it to Descending seems to have no effect.  The only thing that seems to change their order is switching from Horizontal to Vertical on the "Items Are Laid Out" field, but it consistently ignores the "Sort By" field

Any ideas?
