Customer Registration Disabled...

On our web store, I only want customers to whom I've given access to be able to make a purchase (so it doesn't create a new customer when they make a purchase), but when I set customer registration to disabled in the web site setup, it still allows for customers to register w/o logging in.  How do I set it up so only customers with access can make a purchase?
