Do related items really work on WSDK sites?

We are having an extremely frustrating time getting related items to function in the cart. According to the 2009.1 website manual we should be able to show related items in the shopping cart of a WSDK site. Upsell items will show but not related items. I've tried everything I can think of including the instructions in the manual with no luck. Related item groups that I created don't show up in the store tab on items. I can assign an individually related item but it doesn't appear either.
