Webstore billing address screen: general problems

I'm developing a new site at the moment and my client is very disappointed with the following issues on the 'Billing Address' screen:

1)  Order of countries (posted elsewhere).  This is a big issue - we need UK at the top, rather than right at the bottom.
2)  County - when you start on the page, the 'County' field, which is above the 'Country' field is free-from.  So, you write something in it.  Then, when you get to the country field and select UK, it gets rid of what you wrote in the free-form field and makes it into a dropdown, which you have to go back to.
