Pagination in categories

Tell me I'm not crazy and that I'm just doing something wrong, but...

I'm in the home stretch here, trying to get my sites ready for launch in a few weeks.  And it just dawned on me that I don't see any pagination controls in my category pages.  Playing around, I see pagination controls work in a presentation tab I made (but I don't want more tabs).

And I can make the paging work by adding a query string such as

?range=6,10,10

to my category URL.

What's going on?  Why am I not seeing pagination controls for the item list in my category pages?
