Saved Search - Published Forms?

Our site presently uses just the default Global Search allowing only items and information items. We unchecked Include Categories".

I am interested in creating a filterable search function>

ie:

Search By: "Drop Down List" then search box

What am I missing...any clarity would be much appreciated.
