Location of sort and paginate links

Is there any way to move the location of the sort and paginate links on an item page?   We've used CSS to move them around in the past but everytime Netsuite does an update, this seems to break.

Is there really no way to insert the links into a template?

Check out this page to see what I mean.  The links are at the top of the page instead of at the top of the item list.
