can we make payment page on site is optional., still should eb able to complete order

I would like to setup my web store checkout process like payment info is optional to complete the order.

when customer comming to checkout when he comes to payment info few customer may not like to give credit cart in there. so they shoudl have an option to 'send me Bill ro invoice' checkbox and they shoudl allowed to submit order without credit cart payment.

please advice me your ideas.
