Shipping Estimator in Cart is crushed into a middle table cell

Can someone explain to me why my shopping cart with shipping estimator turned on and extended cart enabled has the shipping estimator jammed up like below. I tried to look at the source, but the unbelievable number of tables in tables in tables in tables has my head spinning. It's better than encryption...
