Promotion Code to Add Free Item to Cart

I'd like to create a promotion code for our customers that they can enter upon checkout that will add an item to their cart for free. Further customization could include that their order is above $35.....but for now, I'd like to know where to go to accomplish the first step. It seems like I have to do everything in small steps, but I do get things accomplished. Thanks!
