INSUFFICIENT_PERMISSION error in scriptable cart

Hi Expert
i am using scritable card in my website  for that  purpose i have create an custom record. for that purpose where i user click on Add to shoping cart button system givies following error .
Permission Violation: You need a higher permission for custom record type Discount Structure to access this page. Please contact your account administrator

As per insturction in help document i have added permisssion for Shopper,Custoemt center as wel as Administrator .

Please tell what any other issue or setting need to do on custom record
please reply thnaks in advance
