Creating Custom pages

New to NetSuite, have a question about creating custom pages.  I am about to create new pages like about us, contact us, directions.... etc...

I would like to create elements the headers, footers, and other elements using server side includes.  I know Tags are used in templates this way, but can I also use them on these pages as includes?

Any advice on how other users structure these pages would be greatly appreciated.
