Mass Update Web Store Categories

Is there a way to use mass update to append, and / or replace, web store categories? We would like to move items to a "Clearance" section of the website if they meet certain criteria, and then remove them from all web categories when they meet other criteria.

This might be possible in using workflows, or with mass update -- but so far the only way we can see it's possible is by manually uploading a CSV file with the category data in there.

Any ideas?
