Enhancement 66922 : Free shipping promotion code (per item) Update?

Netsuite, how many votes an enhancement has to get in order to be made into a reality? This enhancement has over 200 votes.

We want to run a promotion this month for an item to have free shipping but we can't because if the client is purchasing additional items EVERYTHING gets free shipping.

Seriously? Online promotions should be a must and Free Shipping PER ITEM should not be an enhancement, it should be part of the very expensive Netsuite platform.
