Uncategorized items and Left-side Column Contents

Is there a way to make the <NLCOLUMNCONTENTS> display on an uncategorized item?

If I look at a categorized item on my site, the entire left-side column shows contents up.

If I look at an uncategorized item, the <NLCOLUMNCONTENTS> part of the column does not show.:h_a_w:
