Reimbursing one item if another item is purchased online

Hi,
We have a sample item we sell online. If the customer decides to order the actual item they are then reimbursed the price of the sample item. There is no problem entering this order and providing the refund if the customer calls in. However, we'd like customers to be able to enter their own orders online and receive the reimbursement automatically. We thought we could send a promo code however we'd have to send a different promo code for each customer as we'd only want the code to be used once. We'd then end up with tons of promo codes
